The main goal of ONESQA is the achievement
of the education reform mandated by the 1999 National Education
Act, which clearly stipulates its missions. Based on the legal
mandate, ONESQA has identified 6 strategies for its operation
as follows:
First strategy : Encouragement and development of educational institutions for adoption of internal quality assurance for improvement of learners' quality as well as for the institutions' readiness for external quality assessment. The administrators and personnel of these institutions will be developed, so as to have the knowledge, appreciation and appropriate attitudes towards internal and external quality assurance. They will thus be able to make the practice of internal quality assurance regarding the development, follow-up and assessment of quality a permanent feature of administration and development on a systematic basis. These institutions will seek the community cooperation and support of the departments to which they are attached, so as to raise the teaching-learning activities and administration and management up to the standards required.
Second strategy : Dissemination of information to all concerned so as to be aware of and recognize the importance of educational quality assurance as well as accept and appreciate the services provided by the education institutions. Quality institutions will receive the support so as to be able to compete with others. Continuous assessment and quality improvement under the administrators' leadership are needed.
Third strategy : Development of an efficient system
for external assessment of educational institutions' quality
with the aim of enabling them to provide the learners with
higher quality education. ONESQA will also search for and
contribute to the development of external assessors of quality
endowed with the requisite and well-recognized qualifications.
The assessors must have physical and mental strength as well
as the goodwill for assessment with the view to enhancing
the quality and standard of the educational institutions.
Fourth strategy : Building of a body of knowledge on educational quality assurance, regarding education quality development, monitoring and internal and external assessment. The outcomes of the external quality assessment will be synthesized, thus obtaining the overall picture of the national education standard and proposing the policy for enhancing the quality and standard of national education.
Fifth strategy : Development of lead resource persons and personnel responsible for quality assurance, particularly quality assessment as well as promotion and professional development of the assessors.
Sixth strategy : Building of a working system based on networking of individuals and organizations both within and outside the country. Such networking is aimed at further development of the quality assurance system and enhancement of the educational reform measures.
