An Observation on the External Quality Assessment of Vocational Education at Taipei, Taiwan

          Taiwan Assessment and Evaluation Association (TWAEA), an external quality assurance agency invited delegates of the Office for National Education Standards and Quality Assessment (ONESQA) to join a meeting for the “Joint Accreditation” project and observe the external assessment on 16 - 17 May 2016 in Taipei, Taiwan.

          On the morning of May 16, 2016, Dr. Shen Li Fu, Director of TWAEA welcomed ONESQA’s delegates – AssistantProfessor Dr. Supongse Nimkulrat, Committee Member of the Committee for Development of Assessment Systems for Vocational Education, as well as two ONESQA officers to discuss the development of the assessment manual.  In the afternoon of the same day, ONESQA’s delegates joined the TWAEA’s Charter Ceremony for Accreditation of Degree-Granting Programs.  Assistant Professor Dr. Supongse Nimkulrat was invited to deliver a congratulatory speech to the awarded institutions.

          On the following day, ONESQA’s delegates joined an on-site visit of TWAEA’s assessment at China University of Technology, both in Hsinchu and Taipei.  The university offers bachelor degree programs in vocational education.  TWAEA’s assessment composed of a one-day on-site visit that focuses on institutional development.  It can be seen that even though the on-site visit takes only one day, the entire quality assurance process takes several years.  As for data collection, assessors look for evidence and empirical data such as actual lesson plans and class reports as well as interviews with individual educational personnel and students.
